The British Betting & Gaming Council (BGC) has raised concerns regarding illegal gambling activities linked to the Royal Ascot event. As one of the UK’s premier sporting occasions, Royal Ascot draws substantial betting activity. However, a significant portion of this wagering is conducted through unregulated and illegal operators.
Illegal Gambling Market Expands Amidst Popular Events
Royal Ascot, greatly celebrated in the UK and internationally, sees millions in bets placed each year. The BGC estimates that up to GBP 40 million could be funneled through unauthorized gambling services during the festival. This pattern reflects a wider trend of growth in the UK’s black market gambling scene.
Research highlights the escalating influence of offshore and illegal operators, with some reports estimating the black market value could surge from GBP 17 billion in 2026 to GBP 33 billion by 2028. Meanwhile, a significant share of gambling marketing expenditures is linked to offshore companies, indicating their strong presence in the market.
The BGC warns that recent regulatory changes have inadvertently weakened the legal gambling sector’s ability to compete effectively with illegal operators.
BGC Calls for Government Support to Strengthen Legal Gambling
Grainne Hurst, CEO of the BGC, expressed concern that the prestigious Royal Ascot event is being targeted by illegal gambling operators eager to exploit betting enthusiasm. She emphasized that unlicensed operators do not adhere to essential regulations, placing players at significant risk, especially vulnerable individuals and those who have self-excluded from betting.
Hurst urged policymakers to implement regulations that reinforce the legal market instead of undermining it, ensuring consumer protections remain robust while curbing gambling-related crime.

In response to the growing illegal market, the BGC has proposed a comprehensive five-point strategy aimed at addressing unregulated gambling. This initiative seeks to protect consumers and promote a thriving, lawful gambling industry in the UK.
