Voters Reject 4 Statewide Issues

Voters rejected four statewide ballot issues that would have changed the way elections are conducted in Ohio. (Get Results )

Issues 2, 3, 4 and 5 failed Tuesday. Issue 2 would have allow all registered Ohio voters to cast ballots by mail. Issue 3 would have reduced the cap on individual campaign contributions from $10,000 to $2,000 for a statewide candidate and $1,000 for a legislative candidate.

Issue 4 would have given the power to draw lawmakers' districts to a five-member board, and Issue 5 would have shifted the oversight of elections from the secretary of state to a bipartisan, nine-member board.

Issue 1 is the only state isssued that passed. It provides $1.5 billion for highway maintenance and business-site preparation and $500 million for high-tech development across the state.

The long statewide ballot issues confused some voters Tuesday in an off-year election with light turnout and few glitches from the use of new voting machines in about half of Ohio's 88 counties.

The five issues were the most on a statewide ballot since 1992.
