On September 10, 2001, mere hours before the largest, deadliest attack on American soil, former President Bill Clinton told an audience in Australia he could have killed Osama bin Laden.
So why didn't he?
Clinton says the missile strike would have killed "300 innocent women and children, and then I would have been no better than him."
The audio was first released by Sky News in Australia.
A former officer in the CIA said , in 2012, the White House wouldn't authorize it because bin Laden would be gone before the US could send missiles.
In July, the UK's Daily Mail reported Clinton was skeptical of the CIA intel on bin Laden.
The attack Clinton referenced was addressed in the 9/11 Commission Report in 2004.
