Police arrest man in standoff in Rocky River after shooting friend of ex-girlfriend

Police arrested a man in Rocky River after he shot a friend of his ex-girlfriend early Monday morning, led officers on a 20-mile chase and a hours-long standoff in his car. 

The man, who was identified by Rocky River Police Chief Kelly Stillman as Charles Torres, said he was arrested without incident and was being held in the Lorain Police Department.

Torres, 31, has not been currently charged. Possible charges are being discussed with the county prosecutor, Kelly said during a press conference after the seven-hour standoff. 

The initial standoff began about 1:30 a.m. after police accuse Torres of shooting a man who was seeing his ex-girlfriend in Lorain near Elyria and East 31st. 

The shooting occurred inside the woman's car. 

The woman drove the injured man toward the Lorain police station but crashed after Torres began chasing them. 

Police said the woman told officers the man shot her friend.

The man was taken to Metro Hospital. He was in stable condition. 

Moments later a chase began and ended with a standoff in Rocky River 

Stillman said police started negotiating with Torres at 2:30 a.m. 

During the early morning scene, police could be seen evacuating residents from nearby homes. The scene was filled with police officers, including SWAT and emergency crews standby. 

As officials discussed charges for Torres late Monday morning, Lorain County Circuit Court Common Pleas dating back to 2003.

Torres was sentenced to two years in jail for assault and two counts of aggravated riot. In 2006, Torres pleaded guilty to aggravated robbery with a firearm, tampering with evidence, contributing to the unruliness or delinquency of a minor, discharging a firearm and obstructing official business. He was later sentenced to jail time. 

In 2014, Torres was indicted on misdemeanor charges of aggravated menacing and trespass. A domestic violence temporary protection order was also filed against Torres at the time of his charges.
