By the time the two responders reached Pettry, the seizures ceased. At this point, the seizures caused Pettry to become disoriented and confused.
According to the lawsuit, when Pettry stood up on his bed, the two responders tackled him onto the ground.
At 10:08 p.m., four additional Parma fire and EMS responders were at the Pettry home helping restrain Pettry on the floor of his bedroom.
It was at this time when officer Gary Kuchler used his taser on Pettry 12 separate times.
The suit states that first responders believed the man was using drugs at the time of the incident.
