A national petition from the streets found its way to University Heights city council.

James Outman has been watching and is worried about how the future could look. "I think that Donald Trump has already made some fairly outrageous suggestions," Outman said.

President Trump's campaign promises of deportation and a border wall urged Outman to act. And he did, online through Facebook.

The group is called "The Heights."

"Dreamers were individuals who were brought to this country as young children, even infants, who have lived here their entire lives but have never been documented."

Outman proposed a resolution through city council to declare University Heights a sanctuary city, allowing the city to shelter undocumented immigrants.

Outman said doubts and questions moved him. "Once the deportation force is hired, if it is; once presidential orders have gone out, if they do; once the Congress passes legislation, if it does."

He's not sure what city council will decide, considering President Trump threatened to cut funding to sanctuary cities.

Even so, Outman says that's a statement too.

"Silence has its own echoes."
