An environmental discussion sparked heated debate at East Cleveland’s City Council meeting, Tuesday night.

East Cleveland Mayor Gary Norton said the purpose of the meeting was to vote on whether the city council authorizes the city to go forward with a regional sewer district in working on the installation of storm water management.

"East Cleveland has had problems with storm water and sewer water runs off during heavy rains,” said Norton. “One way to remedy is to take some of the water out of the below ground system and put it in the above ground basin system to get rid of it naturally."

Norton said the plan would also help demolish abandoned buildings. The space would be used to install the water system.

"I have no doubt that at the end of the day that the green infrastructure program will be created with the blessing of city council,” said Norton.

Norton said Ohio Regional Sewer District would fund the plan. The meeting however, was interrupted with outburst of anger, more than once. Norton said a vote will take place in two weeks.
