2016 CLE budget: $11M for DOJ consent decree

The budget released by Mayor Frank Jackson Monday reveals just how much the Department of Justice consent decree will add to Cleveland's operating expenses.

The Newschannel5 Investigators looked at an updated 13-page estimate of the city's 2016 budget.

Two of the major categories listed in the budget include the consent decree and the Republican National Convention. 

Costs for the RNC are related to cash flow support for safety and security, some of which will be reimbursed from federal funding.

And upfront estimates of the consent decree show that it will cost the city roughly $11 million. The largest incurred cost is the nearly $3 million for new police training requirements. 

More than $2.5 million will be needed to upgrade information technology and about $1.5 million will be used for internal reviews and accountability. 

So how is the city going to pay for the additional expenses?

Some of it may fall on the taxpayers. 

Mayor Jackson plans to ask council to approve a .5 percent increase to the city's income tax.
