Bedford city building inspectors and inspectors with the Cuyahoga County Board of Health are set to monitor reported issues at the Slate Run Apartments on Turney Road.
Residents have reported issues with leaky roofs, a ceiling collapse and concerns over mold.
Bedford City Manager Mike Mallis told News 5 the complex is being checked for a roof and possible mold issues.
Mallis is also concerned repairs were made at the complex without proper building permits and inspections.
"We were made aware of mold issues, mold concerns," said Mallis. "We contacted the board of health regarding that issue."
"Permits for the roof repairs were not pulled, which was brought to our attention."
Mariah McCoy, who is a caregiver for a bedridden 85-year-old woman at the complex, said she was called to the woman's unit six weeks ago after parts of the woman's bedroom ceiling fell on her.
McCoy said the ceiling fell because of chronic roof leaks.
"I was heartbroken because I take care of her," said McCoy.
"It was a bad situation. It was raining in. She called me at about 5 a.m. and I got my clothes on and rushed over to her and got her into safety."
Former Slate Run Apartments maintenance manager Joey Hurst said he was fired from his job after he complained to Efficient Property Management about issues at the complex.
Hurst showed News 5 pictures he said outline possible mold issues in ceilings and walls, due to repeated roof leaks.
"They are not properly fixed right, they're thrown together, which is allowing moisture to seep through even more," said Hurst. "It's causing and creating a mold problem."
News 5 contacted Efficient Property management about issues at Slate Run Apartments.
The company said it wasn't aware contractors hadn't pulled permits for roof repairs at the complex and said it will pay careful attention to the process in the future.
The company said it will fully cooperate with health inspectors when they arrive to check on potential mold issues.
Bedford city leaders said its building commissioner will be sending a warning letter to property management, tell them further violations will result in citations and heavy fines.
