Officials: Sex Offender Lives Too Close To School

CLEVELAND -- John Fonte, 22, lives in Parma and is in violation of a law that requires sex offenders to live farther than 1,000 feet away from a school.5 On your Side's Joe Pagonakis caught up with Fonte at his Ridge Road apartment.Fonte is a convicted sex offender who is listed on the Cuyahoga County Sheriff's Department's Web site. Police have classified Fonte as a habitual offender. Police said he used his computer to lure young girls into a sexual relationship. "The girls were 14, 16 and 14 turning 15," said Det. Dave Loeding of the North Royalton Police Department. "He provided things enticing to young kids," Loeding said, who handled the Fonte investigation and conviction. WEWS reported Fonte used Internet pornography and alcohol. He found girls who could be lured from their parents and their schools. Fonte's felony sex convictions aren't the whole story. Fonte's apartment on Ridge Road is less than one block from Bethany Lutheran School, where 400 elementary students attend school. According to state law, convicted sex offenders in Ohio are not supposed to live within 1,000 feet of a school, but Fonte refuses to move. The law doesn't allow police to arrest Fonte, so Parma Law Director Tim Dobeck was forced to file a civil action to get Fonte evicted."The law is on the books -- no question -- but we have to generate all this paperwork to get somebody to abide by the law," said Loeding. "The problem is there is no penalty to the law." Parma Mayor Dean Depiero and state Rep. Tim Degeeter are fighting for House Bill 191, a measure that would allow police to arrest sex offenders who are breaking the protected 1,000 feet school zone.Fonte was eventually evicted from his Parma apartment and forced to move on April 15.HB 191 remains stalled in the Senate but will be up for another vote later this year.
