When Should Amber Alert Be Issued?

Police Say 11-Year-Old Didn't Meet Criteria

The family of 11-year-old Shakira Johnson has big questions Monday about why an Amber Alert wasn't issued for their missing daughter.

An alert helped Cleveland Heights police find a missing 14-year-old girl over the weekend.

Cleveland Police said it's because there was no evidence or indication that Shakira was abducted. That's part of the criteria for an Amber Alert.

"For them to put an Amber Alert out on her, and not Shakira, that is truly, truly unfair," Shakira's mother, Alisa Randle, said.

According to police, the commander of the district would make the call as to issue an alert or not.

The National Center for Missing and Exploited Children suggests three criteria that should be met before an Alert is activated:
      SURVEY
    Should an Amber Alert have been issued for 11-year-old Shakira Johnson?
  • Law enforcement confirms a child has been abducted.
  • Law enforcement believes the circumstances surrounding the abduction indicate that the child is in danger of serious bodily harm or death.
  • There is enough descriptive information about the child, abductor, and/or suspect's vehicle to believe an immediate broadcast alert will help.

Shakira has been missing for more than two weeks. The 11-year-old is about 4 feet 7 inches tall and 70 pounds. She has light brown eyes, and her sandy brown hair was in a ponytail when she disappeared.
