CLEVELAND -- The teen recipient of a Cleveland councilman's controversial letter was indicted on drug charges Tuesday. Discussion: Share Your Thoughts Arsenio Winston, 18, was charged with possession of drugs, drug trafficking and possession of criminal tools.Winston was called out in a scathing letter by Councilman Mike Polensek, in which he called the teen "dumber than mud" and a "thug."
