EAST CLEVELAND, Ohio -- The city of East Cleveland declared a state of emergency Saturday, NewsChannel5 reported.Police said the city is running out of salt and there won't be any available until Tuesday.Officials are asking residents to stay home. Motorists should not use the roads and avoid any hills in the area.People should only be on the roads in East Cleveland in the case of an emergency.
