Cheers and tears flowed after the fate of an animal causing controversy in Lakewood was decided Monday.

Lakewood police shocked a dog with a Taser gun last week. Officers said the dog, which they believe is a pit bull, threatened them.

The dog's owner, Daniel Kier, said Otis is not a pit bull, but a 1-year-old boxer.

Kier and the city came to an agreement. The city would release Otis if he leaves Lakewood forever.

Kier was charged with dog at large and not harboring a dangerous animal.

Kier plans to move out of the city. Otis will stay at a shelter in Cleveland until then.

The incident, which was caught on camera, sparked a nationwide outrage. Protestors Monday wanted to know what the city was going to do about the police officers who shocked Otis.

City officials said nothing would be done, adding that the officers acted properly. Otis' owner agreed.

Police said the dog was loose on the sidewalk last Saturday and was acting aggressively toward them.

Kier said Otis got out of the house while he was sleeping.
