Ohio Senate panel makes changes to texting bill, adding restrictions to teens

COLUMBUS, Ohio - Teen drivers in Ohio couldn't use their cellphones, iPads or other electronic devices unless there's an emergency under a measure being considered by a state Senate panel.
Senators added the restrictions on teens Wednesday in a series of changes that also included dialing back a statewide texting ban on adult drivers.
Revisions would make texting a secondary offense for adults. It means drivers could be ticketed for texting at the wheel only if pulled over for another offense, such as running a red light.
The panel could vote on the bill Wednesday afternoon. It would make writing and sending text messages while driving a minor misdemeanor with possible fines of $150.
The House overwhelmingly passed the bill in June, but it's been stalled in the Senate.
