COLUMBUS, Ohio - An Ohio anti-abortion group is facing a significant shortfall in the number of signatures needed to ask voters this fall to approve a constitutional amendment declaring that life begins when a human egg is fertilized.

The shortfall is creating another obstacle for the "personhood" movement in Ohio.

The group's director says it has only about 5 percent of the roughly 385,000 signatures required by July 4 for the proposed personhood constitutional amendment to appear on November ballots.

Patrick Johnston says stacks of signatures have yet to be counted and more arrive daily, but he acknowledged to The Associated Press that the question might not reach the ballot this presidential election year.

Supporters have already fallen short of the required number of signatures for November ballots in Nevada and California.
