Ohio budget a mixed bag for colleges, universities

COLUMBUS, Ohio - Ohio's public colleges and universities would see a slight budget increase under a new agreement that encourages more collaboration and emphasizes student graduation over enrollment.
Five universities and five community colleges are projected to receive cuts in the first year of Gov. John Kasich's $63.2 billion, two-year budget.
Funding projections released Friday show overall higher education funding rising about 2 percent, from $1.75 billion to $1.78 billion in the fiscal year beginning July 1.
Inter-University Council of Ohio President Bruce Johnson said graduation rates this spring will be part of a three-year average used in the calculation.
Ohio State University is projected to receive a 3 percent increase under the plan, with three branch campuses experiencing cuts. OSU President E. Gordon Gee helped design the funding deal.
