A representative of Ohio's oil and gas industry says the policy debate over hydraulic fracturing in the state is unlikely to end with Gov. John Kasich's signing of new drilling rules.

Kasich still wants a tax on the industry that's rattling energy producers even as polls show it pleases Ohio residents. The Republican governor proposes funneling proceeds into modest statewide income-tax relief in two or three years.

The Ohio Oil and Gas Association's Tom Stewart says the tax is legally questionable.

Kasich signed a sweeping energy bill setting Ohio's new shale-drilling regulations Monday, at the headquarters of Echogen Power Systems in Akron. The measure addresses chemical disclosure, well construction and water usage reporting in the developing Utica and Marcellus shale formations running under parts of Ohio.
