PARMA HEIGHTS, Ohio - Parma Heights police detectives said a Cuyahoga County 911 dispatcher was arrested Thursday on charges of rape, kidnapping and domestic violence.
According to the Parma Heights detective bureau, Cuyahoga County Sheriff's deputies made the arrest Thursday afternoon.
The suspect is 50-year-old Ralph Hughes.
According to the police report filed with Parma Heights police on July 8, 2011, Hughes' ex-girlfriend told officers that six years prior, Hughes raped her daughter -- who was 14 years old at the time -- and her multiple times while living with them.
Parma Heights police said Hughes is a CeCOMS dispatcher, but they don't believe he was a dispatcher at CeCOMS when the alleged offenses happened.
