Second victim dies after car plows into crowd at Cleveland street fair

CLEVELAND - A second person has died after a car plowed into the crowd at a street fair in Cleveland over the weekend.

MetroHealth Medical Center confirmed Wednesday that 44-year-old Basil Bass died at the hospital Tuesday.

The incident happened near West 117th Street and Clifton Avenue Sunday at about 7 p.m. Police said the car drove through a street barricade and into the crowd. The road was closed off for the “Dancing in the Street” festival, one of Cleveland's biggest lesbian/gay/bi/trans-gendered events -- raising money and awareness about LGBT and the HIV/AIDS community.

The driver, 35-year-old Timothy Spock of Cleveland, was arrested and charged with aggravated vehicular homicide. His bond was set at $150,000 Tuesday. Police told NewsChannel5 they believe he was intoxicated at the time.

Mitchell Andelmo, 27, of Avon Lake, was also killed in the crash.

Another person injured, 25-year-old Constance Pokorny of Cleveland, was upgraded to good condition Wednesday.

And a fourth person hurt, 37-year-old Kevin Lett of Akron, was treated and released from the hospital.

A vigil was held at the crash site Tuesday night, and a memorial was created on the sidewalk near the intersection.

During Spock’s initial appearance in court Tuesday, the prosecutor revealed he has had three previous OVI convictions -- and drinking or some other substance use is suspected in this case. The prosecutor's office is awaiting blood tests from Spock who had refused tests on the night of the crash.
