CLEVELAND - A plan to crackdown on flash mobs in Cleveland is dead, after city council upheld Mayor Frank Jackson's veto.

A measure was approved on Wednesday night by council members to block the ban that would have made it a crime to use social media or cell phones to pull together a flash mob crowd.

Backers of the proposal said they wanted to stop sudden, violent gatherings. But the American Civil Liberties Union warned such a law would be unconstitutional.
