CLEVELAND - Dash camera video of Zack Reed's third OVI arrest shows the Cleveland City councilman's performance on field sobriety tests, talking to himself in the cruiser and more.

Reed, 51, was pulled over by police shortly before 2 a.m. Tuesday near East Ninth Street and Rockwell Avenue on suspicion of drunken driving.

"His speech was super slurred. His whole car reeked like booze," one arresting officer said.

In the 40 minute video, which we trimmed down, you see Reed seemingly performing poorly on all three field sobriety tests before he refuses to take a breathalyzer.

Reed can be heard asking the officer three times to show him how to walk heel to toe before he takes his first step.

Not pleased by his performance, officers arrest Reed and place him in the back of a cruiser. There, Reed is heard saying, "Dang it! Son of a b----!...Zack, what did you do? That's it."

Later, Reed tells an officer in the car, "you guys are good tonight. That was good."

Reed has pleaded not guilty to his third OVI charge. If convicted, he faces between 10 days and six months in jail, along with fines and probation.

Penalties for repeat OVI offenders are stiffer than those charged with the crime for the first time.
