CLEVELAND - Cleveland police have charged the man they said turned himself in following a hit-skip crash in September.

The hit-skip happened at W. 31st Street and Denison Avenue on Sept. 14. It left 12-year-old Kaitlyn Adkins seriously injured.

Police said the hit-skip driver, Cedric Francis, turned himself in Tuesday and now has been charged with aggravated vehicular assault and felony hit skip.

Adkins spent several weeks in the hospital, suffering from broken bones and blood on her brain.

Francis faces other traffic offenses and will appear in court on Thursday.
