PARMA, Ohio - NewsChannel5 has obtained the personnel file of the principal who resigned this week from a local elementary school.

On Monday, Rick Ruth cited philosophical differences as the reason for his resignation from Parma Park School in Parma Heights. It's clear from his personnel file that those differences involved dealing with a disruptive student.

A letter from the director of human resources states that he was recommended for termination based on 10 concerns, including failing to follow district procedures for providing appropriate intervention for students.

"There was a clear violation of several board policies and state and federal laws that not only denied services to a child but placed the District at risk,"  the letter stated.

The letter also said Ruth "verbalized professional threats to a superior in regard to an employee." Among the alleged threats were comments like, "I'm going on the offensive" and "They need to watch out for me now."

Parma Park PTA president Debbie Ciammaichella said she still supports Ruth 100 percent. She said schools must do something about disruptive children.
