NewsChannel5 reported that, according to a 2001 Manhattan Institute study, 70 percent of all students in public high schools actually graduate.

Ohio's state average is slightly higher at 78 percent -- that's 14th in the nation.

The study also said only 32 percent of those who graduate from public schools are actually qualified to attend a four-year college.
